If your skin always gets very dry and cracks during the winter season, the cause of such dry skin is dryness. People who frequently deal with water and alcohol often suffer from dry skin throughout the year. For those people, I have some suggestions.

Thoroughly remove water droplets after washing your hands
Scrub once a week
Moisturizing frequently 
Vaseline pack

If you don't wipe off enough water and some water remains, when that water evaporates, the necessary water on your hands will also evaporate, causing drying. Therefore, after washing your hands, it is very important to thoroughly wipe off water and dry them completely.
I highly recommend making it a habit!
